Unable to get the account verification e-mail for BlueXP federated user

Issue
- User is not able to get the verification email via federation setup even after trying multiple times
- BlueXP account is not verified
- User does not receive 'click to verify email address' emails from NetApp.com
- Confirmed confirmation emails from NetApp.com never reach customer email servers
