Cloud Volumes ONTAP upgrade fails showing as non-registered but Serial Number is already registered for Support

Issue
When an existing user with NSS account is trying to upgrade a Working Environment from BlueXP notification:
The following error appears:
The Cloud Volumes ONTAP system has not been registered with NetApp. You must register the system before you can proceed to the upgrade.
However, under Support option we see that:
- The serial number is shown as registered for Support.
- Credentials show in Active status.
