BlueXP manual CVO image upgrade fails with error async_pkg_get_phase_failed

Issue

An image for CVO is loaded to an HTTP/FTP server and the path is provided to allow BlueXP to install image, however BlueXP  is failing after the install begins with following errors:
  • Error: Failed to download image with status: async_pkg_get_phase_failed
  • Error:Data retrieval failed from remote host "http://<image-path>". Reason: Timeout was reached : Connection timed out after 60010 milliseconds
