All working environments on BlueXP are showing as failed status

Issue
- The connector down email has been notified but BlueXP shows the connector is active
- All working environments(CVO and Onprem) are showing as failed with the same error:
Failed - Show Failure Message Connection refused: occm/10.x.x.9:80
