Alerts and Notifications failing to fetch users with err: 500 internal Server Error

Issue

The following error occurs when trying to add to the alerts and notifications user:

"Failed to update notification severities could not fetch users for account-IPflPbTy err: 500 internal Server Error 500"

When adding a user it may also say that the user already exists.
