Alert received stating that the Cloud Manager connector is down

Issue
An email alert was received stating that the connector is down, but the connector VM shows running from the Azure portal.
When attempting to access the connector via the SaaS portal, it shows the connector as "inactive".
When attempting to access the connector via the local UI, a popup is seen stating that the connector does not have outbound internet access and it asks that the proxy configuration be updated.
