Administrative tasks in Cloud Manager fail with error: "there are ongoing operations which might interfere with it: Migrate Cloud Manager To Client Infra"

Issue

When performing administrative tasks in Cloud Manager, such as Cloud Volumes ONTAP (CVO) upgrades, licensing changes, or snapmirror related tasks, an error message is shown:
Async Operation Error
"Couldn't perform action Update Version, because there are ongoing operations which might interfere with it: Migrate Cloud Manager To Client Infra."
 
Another similar error for example when trying to update cluster admin credentials:
Couldn't perform action Set Password, because there are ongoing operations which might interfere with it: Migrate Cloud Manager To Client Infra
