Trident seems to require ontapi application on SVM accounts for ONTAP 9.14.1

Issue

When removing usage of the "ontapi" application from a vsadmin roled account inside the SVM, Trident fails to apply changes, erroring on ZAPI calls.
 
According to the Deferral of ONTAPI (ZAPI) End-Of_Availability announcement, although 9.14.1 can still support ONTAPI (or ZAPI) calls, but new features and enhancements are available only through the ONTAP REST API for automation.
The expectation is that Trident can run pure REST API from 9.14.1 (and higher).
