BlueXP users do not have access to the Astra Control Service after free plan setup

Issue

While in BlueXP, the free (or a paid) plan for the ACS was setup from a specific BlueXP account, which also becomes the ACS access account.
However, other managerial accounts from BlueXP do not have access to ACS.
