Issue

Upgrading StorageGRID from 11.2 to 11.3 can fail with error "Restored state from UPIF, but provisioning passphrase is unavailable", even though the primary admin node completed the upgrade to version 11.3

This issue can be encountered under the following conditions:

  1. Upgrade started and failed prechecks
  2. Provisioning passphrase saved
  3. Decommission ran, but didn't complete
  4. Decommission would then clear the saved passphrase, at which point upgrade can start (it's still in memory) but can't load it from MySQL after reboot.
