NTP not locked reported against all nodes in a NetApp StorageGRID

Issue
- All nodes in a grid are reporting NTP is not locked.
- Even with both NTP sources back online, we were unable to talk properly to them about the information needed for the NetApp StorageGRID node time sync.
- Pings are successful to the NTP sources; however, no information is syncing.
- Check the NTP time offset and jitter with the following command. Note that all output is 0's and the IPs are replaced with
init
.

ntpd -q
produces no changes to the offset and jitter when running the command.
