NTP not locked reported against all nodes in a NetApp StorageGRID

Issue
- All nodes in a grid are reporting NTP is not locked
- Even with both NTP sources back online we were unable to talk properly to them for the information needed for NetApp StorageGRID node time sync
- Pings are successful to the NTP sources; however no information is syncing
- Check the NTP time offset and jitter with the following command. Note that all output is 0's and the IP's are replaced with "init"
