SolidFire/HCI datastores not visible after powerloss or network disruption

Issue
After power loss, network disruption or graceful shutdown:
- SolidFire storage cluster is online and shows no outstanding errors
- HCI (ESXi) hosts are unable to see or connect to data stores on the SolidFire storage
- VMs are offline or in an unknown state
