ESXi HBA rescan out of memory alert

Issue

When performing HBA rescan, either through adding new storage or manual rescan, Datastores are losing connectivity to ESXi hosts and from the host logs these errors are displayed:

Failed to initialize VMFS distributed locking on volume 5fbb901a-699316e6-94c3-b4a9fc6fd120: Out of memory
Failed to get object 28 type 1 uuid 5fbb901a-699316e6-94c3-b4a9fc6fd120 FD 0 gen 0 :Out of memory
Failed to reserve volume f532 28 1 5fbb901a 699316e6 a9b494c3 20d16ffc 0 0 0 0 0 0 0
Failed to get object 28 type 2 uuid 5fbb901a-699316e6-94c3-b4a9fc6fd120 FD 4 gen 1 :Out of memory
