Service Processor Firmware boots the backup version

Issue

 After an SP update the command system service-processor package show reports that the SP is booted to the backup version. 

This can also be seen by logging into the SP where a message will report that the backup version is running. Also the output of version  will show that the backup version is booted. 
Trying to reboot the SP to the primary version via clustershell or SP does not boot the primary version.
This condition prevents the update of the SP Switch FW until it can be corrected.
