Issue

During an ONTAP upgrade from 9.8P6 to 9.9.1P11 one node halts to LOADER with:
 
NetApp Data ONTAP 9.8P6
...
Setting default boot image to
image1... done.
...
Loading NVRAM firmware version 1.3.8 (was 1.2.0.)
Programming NVRAM FW...
Programming meta for image 0
Image 0 valid.
Resetting BB table
Error: Failed to reset NAND BB table.
Operation failed with code 5
ERROR: BB table reset failed.
REBOOTING TO LOAD NEW NVRAM FIRMWARE...
