Answer

Just the "admin" user can be used for cluster switch log collection setup: 

::*> system cluster-switch log setup-password
Enter the switch name: switch_name.netapp.com(xxxxxxxxxxx)
RSA key fingerprint is 00:11:22:33:44:55:66:77:88:99:aa:bb:cc:dd:ee:ff
Do you want to continue? {y|n}:: y
Enter the password: <switch admin password>
Enter the password again: <switch admin password>
