SAS Shelf ID is not set or is in conflict with an existing shelf

Issue

The device ID disk in the SAS shelves is expected to be similar to 2d.10.1 following the standard convention: device_id = Adapter.ShelfID.BayID

When reviewing the output of sysconfig -a or sysconfig -r, a long alpha numeric number is in use for the shelf ID instead of the expected number from 0-98.
