Issue

Multiple alert messages for empty drawer bays (no disk present) in DS460C shelves. Example:

[node1: dsa_disc: ses.shelf.drwr.phy.rateunkwn:alert]: Drive shelf 1, module A, drawer 1, PHY 5 is reporting an unknown link rate.
[node1: dsa_disc: ses.shelf.drwr.phy.rateunkwn:alert]: Drive shelf 2, module A, drawer 3, PHY 7 is reporting an unknown link rate.
[node1: dsa_disc: ses.shelf.drwr.phy.rateunkwn:alert]: Drive shelf 1, module B, drawer 2, PHY 9 is reporting an unknown link rate.
