FAS/AFF Controller is not booting and gives error: "failed to restage(copy flash to nvmem)"

Issue

Controller reboots back to 'Loader' Prompt when "boot_ontap" is performed and  below errors are displayed:

Tue Jun  9 08:41:59 2020 [nv2flash.misc.dbg:NOTICE]:  Failed to restore restage key, ret 0x69
Tue Jun  9 08:41:59 2020 [nvram.decryption.key.unavail:FAULT]:Cannot retrieve the keys for NVRAM/NVMEM to decrypt data from the flash device. To prevent NVRAM/NVMEM data loss, halt the system.
**********************************************************************
  System is going to shutdown because failed to restage(copy flash to nvmem).
