system node restore-backup fails due to "scp /partner/etc/varfs.tgz root.../var/home/root/failed with error 1. " error

Issue
- The impaired node has been taken over by partner node.
- Could not restore backup configuration from partner node when attempting to restore backup configuration from partner.
- The following error occurs when executing the restore_backup from the partner node.
Example:

Start Restore Backup
mount_partner...success.
scp /partner/etc/varfs.tgz root@<target_IP>:
/var/home/root/failed with error 1.
