SVM is missing in Virtual Storage Console (VSC) with vSphere 6.7

Issue

When storage is successfully added to VSC's Storage Systems, the cluster's SVMs do not populate and as a result storage cannot be provisioned. This issue ocurrs even when the ESXi hosts already have NetApp datastores mounted from the missing SVMs.
