Answer

Connectivity, Liveness, Availability Monitor (CLAM), are functions of clustered Data ONTAP and is used by each node in the cluster to monitor the availability of the other nodes.
 
  • When node1 can't receive the response from node2, node1 initiates an HA takeover of the node2.
  • When node2 can't receive the response from node1, node2 initiates an HA takeover of the node1.
 
So it is not always the MasterNode that initiates the takeover when OOQ(OUT OF CLUSTER QUORUM) occurs.
 
And it is impossible to prejudge which node initiates the takeover when OOQ occurs.
