Which ONTAP image should I download? Non-restricted Countries or Restricted Countries?

Starting with ONTAP 9.1 and later, NetApp Volume Encryption provides data-at-rest encryption that requires authorizations, permits, or licenses to import, export, re-export or use this software in certain countries (the “Restricted Countries”).
For example, a state license for importing encryption equipment is required to import ONTAP 9.1 (or later) with NetApp Volume Encryption into Member States of the Eurasian Economic Union: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.
In certain cases, an end-user customer must have a valid state encryption license to use this software.
