Vserver unlock failing with error Vserver configuration is locked by internal applications

Issue

  • After power outage, Unable to access CIFS shares.
  • Vserver status is showing as stopped and configuration is locked:

::> vserver show -vserver svm1 -fields admin-state,config-lock
vserver admin-state config-lock
------- ----------- -----------
svm1    stopped     true

  • The following error occurs when attempting to start a SVM in ONTAP CLI as well as when attempting to unlock SVM (vserver) configuration:

cluster1::> vserver unlock -vserver svm1
Error: command failed: "Vserver configuration is locked by internal applications"
