Issue

When a remote cluster's interfaces become unavailable, errors, EMS, and changes in the cluster peer health output are reported.

For example, the output below indicates that some of the nodes in ewing-vsim3clus are unreachable from ewing-vsim1-clus
ewing-vsim1-clus::> cluster peer health show
Node       Cluster-Name                 Node-Name
             Ping-Status               RDB-Health Cluster-Health Availability
---------- --------------------------- --------- --------------- -----------

ewing-vsim1
           ewing-vsim3-clus            ewing-vsim3
             Data: unreachable
             ICMP: unreachable         true      true            false
                                       ewing-vsim4
             Data: interface_reachable
             ICMP: interface_reachable true      true            true
ewing-vsim2
           ewing-vsim3-clus            ewing-vsim3
             Data: unreachable
             ICMP: unreachable         true      true            false
                                       ewing-vsim4
             Data: unreachable
             ICMP: unreachable         true      true            false
4 entries were displayed.

The cpeer.unavailable EMS message is also reported each time the remote cluster becomes unavailable.
ewing-vsim1-clus::> event log show -messagename cpeer.unavailable -instance

           Node: ewing-vsim1
      Sequence#: 71687
           Time: 5/15/2012 14:02:37

       Severity: ALERT
         Source: mgwd
   Message Name: cpeer.unavailable
Event: cpeer.unavailable: Peer cluster ewing-vsim3-clus is no longer available.

When it becomes available again, no EMS message will be reported. Each time the remote cluster transitions from available to unavailable, a message will be received. There is an implicit transition to available between each cpeer.unavailable message.
