Issue

After upgrading ONTAP between major release versions (from 9.7, 9.6, 9.5, etc, upgrading to 9.8 ), frequent nodewatchdog panics occur on highly utilized small platforms.

Example Panic Strings:

Panic string: Process vifmgr unresponsive for 206 seconds in process nodewatchdog on release 9.8P1 (C)
Panic string: Process mgwd unresponsive for 210 seconds (mgwd startup: "(2222)") in process nodewatchdog on release 9.8P1
Panic string: Process vldb unresponsive for 209 seconds in process nodewatchdog on release 9.8P1 (C)
