Panic after running quota resize on FlexGroup

Issue

If a default quota rule is added or deleted from an active FlexGroup quota policy, followed by a volume quota resize of the volume while there is NFS file activity, there may be a page fault panic similar to:

PANIC: page fault (supervisor read data, page not present) on VA 0x2e0 cs:rip 0x20:0xffffffff8df5ed25 rflags 0x10202 in SK process wafl_exempt06
