Issue

Without any changes, it is noted that a SQL service account is unable to access CIFS share with generic connectivity error, preventing backups
All other users can be connect to the same CIFS share normally using Windows File Explorer - the problem is isolated to a single account and just SQL services on a specific server
When logging into Windows server as the SQL service account, the same CIFS share connects using NETBIOS and IP address, but not the FQDN
Packet traces show that ONTAP is responding to SMB calls (DFS_GET_REFERRALS, TREE_DISCONNECT, and others) with STATUS_ACCESS_DENIED
