Starting the cluster applications is part of the normal boot process in ONTAP. A storage giveback happens in two stages in ONTAP.  Once the giveback of the root aggregate has been performed, the node will continue the boot process and will bring online cluster applications like vifmgr, mgwd, vldb, and so on.  There are scenarios where this process can become stalled for a few different reasons (listed below).  If a node is in this state, the node has been given back and is booted but is not yet fully operational.  You should be able to log in to the node and run commands, but the node is not yet ready take control of its data aggregates and serve data. Until the cluster applications come online, all data aggregates and migrating data interfaces will be located on another node in the cluster.
