NFS TCP mounts fail with"portmap query retrying: RPC: Timed out" using Flexgroups in ONTAP

Issue
- NFS v3 and v4 mounts that use TCP fails/hangs:

- "rpcinfo -p" fails with error that portmapper is timing out :

- NFS v3 mounts that use UDP are not affected
- When LIF is migrated to other nodes the TCP mounts work fine.
