Does ONTAP cache the account information used to join CIFS servers to an AD Domain

Answer

No, the Domain Admin account that is used to join the CIFS server to a domain is only used during the command used to create or modify the CIFS server and is never cached.  Instead ONTAP uses that account to reset/sync the password on it's own machine account and from then on, uses it's own machine account for interacting with the domain.

Additional Information

Deleting the account used for previous joining AD will not affect the vserver CIFS service.
