Convert volume to FlexGroup failed due to Volume config database read failed (entry doesn't exist)

Issue
During converting a volume to FlexGroup, reports error:
::>volume conversion start -volume TEST -check-only true
Error: command failed: Cannot convert volume "TEST" in Vserver "NetApp" to a FlexGroup because one or more errors occured checking the volume. Reasons:
* Conversion failed with reason Volume config database read failed (entry doesn't exist).
In vol converson validation show shows volume-snapmirror-dstconvert-check error:
