Changing the password in System Manager does not propagate the change to the cluster

Issue

After changing the admin password in System Manager, the following message is displayed when attempting to SSH into the cluster after the password change. The following message is displayed even though the password has NOT been set to expire or be changed on first login.

login as: admin
Keyboard-interactive authentication prompts from server:
| Password:
End of keyboard-interactive prompts from server
"This is your first recorded login.
Your password has expired. Choose a new password.
Enter a new password."
