Answer

Can inodes be artificially kept on a volume lower than the 1 inode per 32kb default?

No. The value of maxfiles which controls the maximum amount of inodes allowed on a volume can only be increased. Since the 1 per 32KB value is set during volume creation, this cannot be lowered.
