No, it can't be set.
 
If you performed it, the below message will be displayed.
 
 Error: command failed: Unable to set volume attribute "percent-snapshot-space"
        for volume "<volume name>" on Vserver "<svm name>". Reason: Insufficient space on volume
        "<volume name>" to complete operation.

 
Therefore first, you must expand free space of volume, and then you set to expand a snapshot volume percentage increased.
