Issue

After enabling FIPS, access to the Web GUI, System Manager, is not possible.

When trying to enable HTTP for web access with FIPS enabled results in the following error: 

::> system services web modify -http-enabled true
Error: command failed: Cannot enable the HTTP protocol because FIPS is enabled. To disable FIPS run (privilege: advanced) "security config modify -interface SSL -is-fips-enabled false",and then try the command again.
