ARL controller upgrade failed due to unavailability of volume encryption keys

Issue

During controller upgrade procedure, ARL fails with errors:

10/16/2021 13:32:55 cluster01-n01 ERROR aggr.relocation.failed: Relocation of aggregate aggr2 failed by node cluster01-n01 because operation was vetoed.
10/16/2021 13:32:55 cluster01-n01 ERROR arl.subsystemAbort: The relocation operation of 'aggr2' was aborted by 'keymanager'.
10/16/2021 13:32:55 cluster01-n01 ERROR arl.veto.kmgr.keysmissing: Relocation of aggregate aggr2 failed due to unavailability of volume encryption keys for the encrypted volumes of the aggregate on the destination node cluster01-n02.
10/16/2021 13:31:16 cluster01-n01 ERROR aggr.relocation.failed: Relocation of aggregate aggr2 failed by node cluster01-n02 because partner was not ready to serve data.
