Issue
On clustered Data ONTAP 8.3 and older, when setting up a new cluster peer, or establishing a previously unsuccessful cluster peer relationship, the cluster peer create command fails with the following error message:
Error: command failed: Cannot peer with two clusters of the name
"<peer_cluster>".
