Cluster peer creation fails with "RPC: Remote system error"

Issue

Even though a network ping test passes, the creation of a cluster peer relationship still fails with a few possible messages:

cluster2::> cluster peer create -peer-addrs 10.64.23.34,10.64.23.35
Error: command failed: Using peer-address 10.64.23.34: An introductory RPC to the peer address "10.64.23.34" 
failed to connect: RPC: Remote system error - Operation timed out.
Verify that the peer address is correct and try again.

Error: command failed: Using peer-address 10.64.23.34: An introductory RPC to the peer address "10.64.23.34" 
failed to connect: RPC: Remote system error [from mgwd on node "node_1" (VSID: -1) to xcintro at 10.64.23.34].
Verify that the peer address is correct, and then try the operation again.
