SnapCenter Plug-in for Windows deployment fails with an Access denied error when using a local user under Windows 2016 and higher

Issue

When trying to remotely deploy the SnapCenter Plug-in for Windows, the following error appears:

Connection failed. Error: Access denied for server: 192.168.1.99 or timeout expired.
Check if username, password and domain are correct and if user is a member of domain Administrators group.

Once the host is accessible, additional errors in WMI can occur:

Verbose SDW PID=[<PID>] TID=[<TID>] query: SELECT * FROM Win32_NetworkConnection
Verbose SDW PID=[<PID>] TID=[<TID>] scope: \\<HOSTNAME>\root\CIMV2
Error SDW PID=[<PID>] TID=[<TID>] Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))   at System.Runtime.InteropServices.Marshal.ThrowExceptionForHRInternal(Int32 errorCode, IntPtr errorInfo)
