SnapCenter Linux plug-in installation fails to start SPL on RHEL 8.4 and higher

Issue

After the installation of the plug-in on Linux runs through without any errors, the post-installation check, accessing the SPL to check, fails with:
ERROR SnapManagerWeb_<JOB> PID=[3772] TID=[225] WebException caught while invoking https://<RHEL-HOST-FQDN>:8145...DiscoverPlugin
ERROR SnapManagerWeb_<JOB> PID=[3772] TID=[225] WebException Encountered, Response null
ERROR SnapManagerWeb_<JOB> PID=[3772] TID=[225] Exception in method: InvokeXML.
 System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it <RHEL-HOST-IP-ADDRESS>:8145

Note: this happens also when no Plug-in has been installed yet, so the first instance of this error in the log, before uploading and running the installer, is normal!
