"Cannot get password for user" when attempting to restore a file in AIQUM

Issue

AIQUM restore fails, as ndmp-password-generate request fails:

Name:restore-meta-taskDescription:Create appropriate restore tasks depending on whether the source-path is a file or a directory.Failure Reason:Data ONTAP reported error code (13115), message: 'Cannot get password for user "user_name".' (request: '<ndmp-password-generate><user-name>user_name</user-name></ndmp-password-generate>').
 

Attempts to generate a NDMP password from the ONTAP CLI also fail:

Cluster::> vserver services ndmp generate-password -vserver Cluster -user <user_name>
Error: show failed: Cannot get password for user "user_name".
