Storage Opt Service won't start after stopping a Disaster Recovery

Issue
- The Storage Optimization Service will not start after attempting a disaster recovery and then aborting the DR
- A format of the local bucket was successful, however, a new bucket was created to be used instead of waiting for the data to download from the cloud
- The new bucket was setup correctly, but the AltaVault could not connect to the cloud as it was still in replication recovery mode
