Unable to access System Manager and disable SAML through SP in AWS CVO

Issue

When attempting to disable SAML over system console via the Service Processor (SP) for an AWS CVO setup, SAML modify commands fail. 

aws_node_01::> security saml-sp modify -is-enabled false

Error: command failed: SAML authentication can only be disabled from the "console" application or from a SAML authenticated application.
