OnCommand Workflow Automation 5.1.1 workflow design page does not load after upgrade from 5.0.1

Issue

After restoring a 5.0.1 WFA backup into a newly installed WFA 5.1.1 instance,  when attempting to access Workflow Design > Workflows, the page hangs up at Please wait.... A HTTP 500  Internal Server Error also appears in the Network Activity within the web developer tools of the browser, while rendering the page. 

The response is Undefined global config variable: userinput.query.lock.timeout.
