OnCommand Unified Manager will not authorize adding a cluster via HTTPS or switching to HTTPS

Issue

Adding a cluster displays the following message:

Authorize <hostname or IP> host

Host <hostname or IP> you specified has identified itself with a self signed certificate that has expired.  Therefore, you cannot proceed. 

Switching from HTTP to HTTPS displays the following message:

<hostname or IP> cannot be contacted. Enter a valid host name or cluster management IP address, protocol and port.
