ONTAP System Manager is unresponsive after login with error: "Loading system details"

Issue

After entering valid username and password and logging in, System Manager freezes up with a pop-up box with the message, "Loading system details..." as shown in the screen capture below. The user cannot access the System Manager dashboard thereafter, but is able to SSH into the cluster through different shells as needed. The user can also log into the SPI both through the IP addresses of the cluster management LIF and node management LIF.
