OnCommand System Manager 3.x cannot connect to 7-mode storage via TLS with RSA key length of 2048

Issue

While attempting to connect to a 7-mode ONTAP storage system via HTTPS using OCSM, the following error message is displayed:
500 Connection refused

The storage system configuration has TLS and SSL enabled (both partners for Data ONTAP 7-Mode).

The Java configuration has TLS 1.0, 1.1, and 1.2 enabled.

The browser being used has TLS 1.0, 1.1, and 1.2 enabled.
