OnCommand Insight Data Warehouse installation fails at "Starting Reporting Engine" step, with error "There is a problem with this Windows Installer package"

Issue

When installing DWH for Windows, the install process gets stuck at the "Starting Reporting Engine" step. After some time the installation fails with an error:

There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

Using Windows Event Viewer to review the Security Event logs reveals an error with Security Event ID 4625. This is an authentication error that reports "Failure Reason: The user has not been granted the requested logon type at this machine."
