ONTAP System Manager sign in becomes unresponsive and displays "Configuring System Manager..." in the WebUI

Issue

After attempting to sign into System Manager, a dialog box appears and displays Configuring System Manager..., rendering the WebUI unresponsive.

Before entering the System Manager credentials, open the Web Developer tool for your browser (usually F12).
Log in with the correct username and credentials and wait for the Configuring System Manager... message to appear.
In the Web Developer tool, click the Network tab.
You may see an object such as lifrole being returned, which has a response:
